Cynthia G. Marshall, State President, AT&T North Carolina

Cynthia G. Marshall is currently State President, AT&T North Carolina, responsible for the company’s regulatory, legislative and community affairs activities in the state. She was previously Senior Vice President - Regulatory and Constituency Relations for AT&T California.

Cynthia has 26 years of experience in the telecommunications industry, joining Pacific Bell in July 1981 as a Group Manager in Operator Services. Since then she has held a variety of line management and staff positions in the following departments: Operations, Human Resources, Network Engineering and Planning, and Regulatory/External Affairs. She was named to her current position in January 2007.

Cynthia is active in civic affairs at all levels. Nationally, she serves on the Board of Governors of the Joint Center for Political and Economic Studies, and is a Vice Chair of the National Utilities Diversity Council. She previously served as Vice-Chair of the California Utilities Diversity Council, a committee of the California Public Utilities Commission.

Within North Carolina, Cynthia serves on the Board of Directors and Executive Committee of the North Carolina State Chamber, the Board of Trustees of the N.C. Museum of Art, the CEO Advisory Council of the North Carolina Center for Non-Profits, the CEO Forum of the McColl School of Business at Queens University, and the Carolina Thread Trail, an initiative of the Foundation of the Carolinas. She also serves on the Steering Committee of the 2007 Triangle Heart Walk, The Women’s Forum and the Board of Junior Achievement of the Central Carolinas.

Deeply committed to advocacy for children in need of adoption or in need of support in foster care situations, Cynthia is a member of the Board of the North Carolina Children’s Home Society. In California, she served on the Board of Directors of CASA (Court Appointed Special Advocates) of Contra Costa County and served as a trainer and spokesperson for the Contra Costa County Social Services Department’s Foster Care/Adoption program.

Cynthia is a strong believer in public education and was recently appointed to the General Assembly’s Committee on Dropout Prevention. Soon after coming to North Carolina she announced two $100,000 contributions to education advocacy groups in Wake and Mecklenburg counties — within a month of each other. In California, she was instrumental in AT&T contributing approximately $3 million over three years to support the Mathematics, Engineering, Science Achievement (MESA) program, a uniquely successful initiative that assists educationally disadvantaged students.

In her faith community, she enjoys being active with youth programs, including conducting a variety of workshops and seminars and teaching a Sunday School class.

The fourth of six children, Cynthia grew up in Richmond, California, and resides in Cary, NC. She is a graduate of the University of California at Berkeley, where she attained degrees in Business Administration and Human Resources Management. Cynthia is married to Kenneth Marshall. They have two children, Anthony, 15, and Shirley, 12, both of whom are adopted.
